1. Find a service related local keyword with as many local searches
as possible. For example, a keyword like "Roofing Los Angeles".

2. Make sure an exact match domain (For example:
roofinglosangeles.com)
is available...this will make ranking the website you create in the next step

an absolute breeze.

3. Put up a simple lead generation page/website, toss up some content and
backlinks as needed to make sure it ranks well.

4. Once the traffic starts coming in, contact related businesses in the area

and land one of them to lease the site monthly or simply pay for the leads generated.
